Modern communication #2

From my recent trip to Bogotá:


Something satisfying about a Ministry of Communications covered in graffiti. 

A best as I can establish, "UCMC" and "UPN" references universities of those initialisms. CAF is the Development Bank of Latin America. The "UDPTE" and "GRABO" references elude me.

I think the unfinished swastika has a half-hearted line going through it as if to say "No to Nazis!". But whether CAF and UCMC are being accused of National Socialism, or are being urged to oppose it, only the artists may know.
